फरीदाबाद, 30 जुलाई: अरावली जंगल की सरकारी जमीन पर बसा खोरी गाँव जमींदोज होने वाला है लेकिन अभी भी अरावली जंगल में सरकारी जमीन पर कई अवैध मकान और फार्म हाउस बने हुए हैं लेकिन ये सब ऊंची पहुंच वाले लोगों के हैं, अब सवाल ये है कि जिस तरह से खोरी गाँव के गरीबों के मकीन टूट गए, क्या जंगल में महल बनाकर रहने वालों के भी मकान टूटेंगे, आखिर फरीदाबाद के वन विभाग के अफसर कब तक सोते रहेंगे, ये लोग अपनी ड्यूटी कब करेंगे। जब ये जंगल की रक्षा नहीं कर सकते तो इनकी ड्यूटी का फायदा क्या है और इन्हें सरकारी मोटी तनख्वाह क्यों देती है.
अरावली जंगल में अनंगपुर के पास कांत एन्क्लेव के विल्कुल बगल में खसरा नंबर 659 और 920 पर 1996 में विल्कुल जंगल था जिसे आप नीचे सैटेलाइट इमेज में भी देख सकते हैं. 1991 और 1996 की सैटेलाइट इमेज नीचे दी गयी है.
सैटेलाइट इमेज में आप देख सकते हैं कि यहाँ पर वर्ष 2005 में महल खड़ा कर दिया गया, हैरान करने वाली बात ये है कि जंगल की जमीन पर कब्जा करके यहाँ महल बनाकर रहने वाले लोग अभी तक इसी में रह रहे हैं लेकिन वन विभाग ने इन्हें अब तक नहीं हटाया है जबकि जिला वन अधिकारी (DFO) को इसलिए ड्यूटी पर रखा जाता है ताकि वो जंगल की रक्षा करे और कब्जा करने वालों के खिलाफ तुरंत कार्यवाही हो और पकडे जाने पर अवैध निर्माण तुरंत तोड़ा जाए, दोषियों को जेल भेजा जाए, लेकिन फरीदाबाद में यह सब देखने को कम ही मिलता है, सुस्त सिस्टम की वजह से अरावली के जंगल में कब्जा करके मकान बनाना बहुत आसान है. नीचे आप देख सकते हैं कि 2005 के बाद किस तरह से यहाँ पर बड़े बड़े महल बनकर खड़े हो गए.
अब पाठक सोच रहे होंगे कि यह महल किसके हैं. वन रक्षक अधिकारी से मिली RTI सूचना के अनुसार - ये महल राजवीर पुत्र चंदरू, राजकुमार पुत्र चंदरू और जयवीर पुत्र चंदरू निवासी अनंगपुर के हैं.
वन रक्षक अधिकारी ने सूचना में लिखा - चाही गयी सूचना के सन्दर्भ में कांत एन्क्लेव के साथ बने मकानों का मौका निरीक्षण किया गया, मौका निरीक्षण के दौरान पाया कि जिस स्थान पर मकान बने हैं वह गाँव अनंगपुर के खसरा नंबर 659 व् खसरा नंबर 920 के अंतर्गत आते हैं. खसरा नंबर 659 व् खसरा नंबर 920 PLPA 1990 की धारा 4 व् 5 के अंतर्गत अधिसूचित है.
उक्त बनाये गए मकानों के विरुद्ध विभाग द्वारा FOR No 0465/089, दिनांक 27.10.2017, FOR No 0475/47471, दिनांक 24.03.2008, व् FOR No 026/2554 दिनांक 09.02.2005, चाक की गयी है.
यह भी लिखा गया है क़ि खसरा नंबर 659 व् खसरा नंबर 920 में मकान बनाने पर राजवीर पुत्र चंदरू, राजकुमार पुत्र चंदरू और जयवीर पुत्र चंदरू निवासी गाँव अनंगपुर द्वारा माननीय सर्वोच्च न्यायालय व् माननीय NGT के आदेशों की अवहेलना की गयी है. वन क्षति रिपोर्ट नंबर 0475 / 47471 दिनांक 24.03.2008 का अवलोकन उपरान्त पाया क़ि उक्त खसरा नंबर खसरा नंबर 659 व् खसरा नंबर 920 में वर्ष 2008 में तीन मकान बने हैं जोकि लगभग एक एकड़ क्षेत्र में हैं. नीचे रिपोर्ट देखिये -
नीचे FOR नंबर 0475 /47471 में आप देख सकते हैं जिसमें यह भी लिखा गया है कि मुलाजिम ने जुर्म कबूल लिया है लेकिन दस्तखत करने से मना कर दिया है. रिपोर्ट में आरोपियों द्वारा जंगल की जमीन पर किये गए कब्जे का भी पूरा लेखा देखा दिया गया है.
अब सवाल ये उठता है क़ि आखिर यह कैसा सिस्टम है जिसमें 2005 में बने मकानों को 2021 तक यानी 15 साल में भी नहीं तोड़ा जाता। आखिर जमीन कब्जाने वालों के खिलाफ कार्यवाही क्यों नहीं हो पाती। अगर 15 - 20 वर्षों तक जंगल में में बने मकानों/महलों को नहीं तोड़ा जाएगा तो भूमाफिया ना तो वन विभाग से डरेंगे और ना ही कानून से. लोग जंगल की जमीन पर कब्जा करके बड़े बड़े महल बनाते रहेंगे और जंगल धीरे धीरे ख़त्म होता जाएगा
NGT के आदेशों की भी नहीं हुई पालना
यहाँ पर हैरान करने वाली बात ये भी है कि माननीय NGT ने 27 सितम्बर 2018 को इन मकानों को तोड़ने के आदेश दिए थे और जंगल को उसकी पूरानी अवस्था में लाने का आदेश दिया था लेकिन तीन साल में भी तोड़फोड़ की कार्यवाही नहीं हुई, देखिये यह आर्डर।
अब सिर्फ सुप्रीम कोर्ट से उम्मीद, जल्द की जाएगी शिकायत
कान्त एन्क्लेव और खोरी गाँव टूटने के बाद माननीय सुप्रीम कोर्ट पर लोगों का भरोसा और बढ़ गया है, माननीय सुप्रीम कोर्ट को खोरी गाँव की तरह इन मकानों और अवैध फॉर्म हॉउसों को भी तोड़ने के लिए MCF और वन विभाग को सख्त आर्डर देना चाहिए। फरियादी लोग जल्द ही सुप्रीम कोर्ट में इसके खिलाफ शिकायत करने वाले हैं और खोरी गांव और कान्त एन्क्लेव जैसा आर्डर यहाँ के लिए भी पास करने की अपील करने वाले हैं.
वैसे अब तो अरावली लैंड पर बने सभी अवैध फॉर्म हॉउसों और अवैध मकानों को तोड़ने की मांग सुप्रीम कोर्ट से की जा रही है. देखते हैं आने वाले वक्त में क्या होगा लेकिन अगर इन अवैध मकानों और अवैध फॉर्म हॉउसों को नहीं तोड़ा गया तो खोरी गाँव के हजारों बेघर लोग यही सोचेंगे कि उन्हें साथ नाइंसाफी हुई है. उनके साथ भेदभाव हुआ है.
